Minutes of the Meeting of Wadsworth Parish Council
held on Tuesday 23rd October 2018 in the Council Chamber,Hebden Bridge Town Hall.

        Councillors Beasley (Chairman),Bell,Hughes,Lynch,,Fowler & Kimber.

83      RESOLUTION TO RE-ORDER THE AGENDA
        It was agreed to put item 87(c) Land at Boston Hill first on the agenda for discussion.   
           
84      PUBLIC DISCUSSION TIME
            2 members of the public were present.They had attended to see if there had
            been any further developments regarding the land at Boston Hill.A public
            meeting had been held at Wadsworth Community Centre.The feedback was
            that parishioners,although in favour of the Community Land Trust,would like
            the field to remain as it is until the Old Town Mill development has been
            completed.Councillor Bell proposed that the Council were not in favour of
            anything been done to the field at Boston Hill until the Old Town Mill
            development is completed & then the Council will review the situation which
            could possibly be 5 years down the line,seconded by Councillor Fowler,all
            in favour & Resolved.Councillor Kimber will contact Mr Andrew Bibby.

85       APPROVAL OF THE MINUTES OF THE MEETING OF THE COUNCIL HELD ON 25th SEPTEMBER 2018.                     
            It was proposed by Councillor Fowler that the above minutes be approved as a
            true record; seconded by Councillor Lynch, all in favour and Resolved.
               
86       MATTERS ARISING FROM THE ABOVE MINUTES
            No matters arising.

87       LOCAL PLAN/NEIGHBOURHOOD PLAN
            Local Plan
            Councillor Kimber reported that the Local Plan is under consultation.
            Neighbourhood Plan
            Councillor Kimber reported that the Neighbourhood Plan final draft will be
            Presented on 19th November.
                  
88       CLERK’S REPORT
             1) Data Protection Policy/Records Management Policy
                 Matter is on going.
           
             2) Parish Council’s General Privacy Notice
                  Matter is on going.
             3) Rent Payment
                 The Clerk hasn’t had any response from the tenant.It was agreed to write to
                 the tenant stating that if the outstanding balance isn’t paid by 31st December
                 & the monthly payment amended then the contract for the garage & parking
                 space will cease.

             4) 2019 Meeting Dates
                  Certain 2019 dates have had to be changed to accommodate the 2nd May
                  Election.The Clerk will confirm the 2019 meeting dates with the Town 
                  Hall.She will also ask if this year’s December meeting can be changed from
                  11th December to 18th December.Action:The Clerk.   
                 
             5) Quarterly VAT Return
                  The Clerk confirmed that this had been submitted.

             6) Christmas Hampers
                  Councillor Beasely will check the list of parishioners & will contact
                  the Post office with the requirements.Action:Councillor Beasley.

                The Clerk notified the Council of her resignation from the position of Clerk
                & Finance Officer with effect from January 2019.She thanked Councillors
    for their support during the time she had worked for the Parish Council.      
                Councillors will now start the process to find a new Clerk to take up the
                position in January 2019.Councillor Fowler,on behalf of all the Councillors,
                thanked the Clerk for her hardwork.
                                                                  
89          FINANCIAL MATTERS
                1) Items for payment
                  a) Clerk’s salary                                 £488.55  
                  b) Clerk-computer costs                           £20.00
                  c) Chairman’s allowance                           £350.00

                 £7.97 for stamps,£180.00 for playground inspections,£153.60 for new swing
                 seats were added by the Clerk at the meeting.
                 The wreaths & cross for Remembrance Sunday totaled £72.00.A cheque for
                  £100.00 was sent,the surplus as a donation, to The Hebden Bridge &
                  District Royal British Legion.The Community Centre owe the Parish
                  Council £20.00 for their wreath.

                  It was proposed by Councillor Fowler that all the above items be approved
                  for payment,seconded by Councillor Lynch,all in favour and Resolved.

90    CORRESPONDENCE
               1) Royal British Legion Coffee Morning (10th November).Invite for the
                 Chairman to attend at St Michael’s Church Hall Mytholmroyd.

              2) Ripponden Parish Council Civic Sunday (28th October).
 
              3) Old People’s Welfare Committee Meeting (12th November).
         
               4) Town & Parish Council Liaison Group (6th November).

               5) Letter from tenant asking if the Council would consider selling her
                    the rented parking land which she has rented from the Council for many
                    years.Councillor Beasley declared an interest in this item & left the room.
                   Councillor Bell proposed that it was against the Council’s policy to sell it’s
                   assets at the present time,seconded by Councillor Kimber,all in favour &
                   Resolved.

  1) New Applications:
       a) 18/01226/LBC-Internal alterations (LBC) –Old Townhouse 6 Crabtree
            Fold Old Town Mill Lane Old Town HX7 8SN.It was agreed no
            comment.
                                                      
            2)  Decisions made by Calderdale:

  a) 17/00253/FUL-Construction of extension to house plan-Near Shawcroft
       Farm,Akroyd Lane,Pecket Well,HX7 8TE.PENDING.         

  b) 17/00682/FUL & 17/00683/LBC-Renovation and conversion of farm 
       buildings to create six dwellings- Old Town Farm,Old Town Mill Lane 
       Old Town, HX7 8SW. PENDING.

              c) 17/01091/CON-Conversion of former mistal to dwelling including garden
      and car parking area-The Brick Shack Midgehole Road Hebden Bridge
      HX7 7AN.PENDING.

              d) 18/00045/FUL & 18/00046/LBC Conversion of mill to create 21
      dwellings with small business units and café.Demolition of sheds.
      Construction of 4 new dwellings.Provision of car parking,gardens &
      land scaped areas.Old Town Mill Old Town Mill Lane Hebden Bridge.
      PENDING.
      Again the concerns about the issues with the road were discussed.The
      actual development isn’t an issue.It was agreed to contact Planning Dept,
      the Ward Councillors & Craig Whitaker to ask them if there have been
      any further developments with the mill,particularly the road.Action:
      The Clerk.
     

            e) 18/00026/HSE-Single storey extension to front & rear elevations-Hollin Top  
                 Cottage Clough Lane Midgley HX2 6XB.PERMITTED.
 
f)   18/00576/OUT-Demolition of existing buildings to facilitate
       residential development of 14 dwellings (Outline) –Crimsworth
       Dyeworks Midgehole Road Hebden Bridge HX7 7AN.PENDING.
       It was agreed that in 2014 concerns were expressed that Midgehole Road
       could only carry traffic for 14 houses.As there hasn’t been any
       improvements to the road the Council assume that is still the case.
       2 planning applications have already been approved.Therefore the
        application should have 12 houses.The local community haven’t been
        consulted as they were in 2014.
         
g)    18/00819/OUT-Detached dwelling (Outline) –Hillandale Midgehole
        Road Hebden Bridge HX7 7AA.PERMITTED.

 h)   18/01106/HSE-Proposed porch to side elevation-54 Keighley Road
        Hebden Bridge HX7 8QX.PENDING.

 i)     18/00933/FUL-Demolition of barn to facilitate residential log cabin-
         Hazelbrook Cottage Lane Ends Lane Wadsworth Hebden Bridge
         HX7 8TN.PENDING.

             3)  Other Items:
                    The Clerk has contacted Planning Dept regarding the issues with the
                    Planning Portal.They have said that as well as the issues that we have
                    already been notified about regarding the website they have also had an
                    unexpected absence due to illness of staff.Given how lean the team is,
                    work loads & annual leave requests there has been a significant delay in
                    validating applications after they have been received.They stated that
                    whilst there has been these difficulties at no time has the Parish Council’s
                    statutory right been affected.

             a)   Allswell Farm
                   Nothing to report.Item to remain on the agenda.
                               
             b)  Automoblia                      
                    Nothing to report.Item to remain on the agenda.

92      ROAD & FOOTPATH MATTERS
                1) Wall at Pecket Well
                     This remains on going.
                 
               2) Water on the track near Old Town Green
                      This isn’t on council land so not a matter for the Parish Council.

               3)  Smeakin’ Hill monument.
                     Councillor Bell will contact Mr Paul Watson to see if he could confirm
                     the date of the monument.Action:Councillor Bell.

               4) Over grown bushes on Haworth Old Road
                    Bushes by Gib Farm  are now so close to the highway that large vehicles
                    & tractors with loaded trailers are have trouble getting passed.It could 
                    also have an affect on emergency service vehicles.The Clerk will contact
                    Highways.Action:The Clerk.

                5) Diversion of footpath at Moorlands View 
                    This is in connection with a wall that is to be built across the original
                     entrance to the footpath to prevent future flood damage to the properties
                     at Moorland View.Council agreed that this wasn’t an issue.
                                   
93       ALLOTMENTS AND GARAGES
               1) Recovery of removal of garage costs
                    It was agreed to try & recover the debt through the small claims court.
                    Councillors Bell & Beasley will sort the necessary paperwork.Action:
                    Councillors Bell & Beasley.

               2) Fly Tipping
                   Nothing  to report.Councillor Beasley will follow this up.Action:
                   Councillor Beasley.
                                 
94        PLAYGROUNDS
              1) Items for monthly checks
                  Councillor Spencer was absent from the meeting but he reported that
                  more netting was required for under the swings.It was  presumed that
                   he will carry out the next month’s inspections.Action:Councillor Spencer.
    
              2) Drainage Issues
                   It was agreed that more quotes were required.Action:Councillor Beasley.

             3) Replacement swing seats.Bench & picnic table repairs
                  Councillor Spencer has purchased the swing seats. It was agreed to leave
                  the varnishing of the benches & picnic tables until the Spring.
                                   
95        REPORTS FROM COUNCILLORS AND OUTSIDE MEETINGS
             Councillor Beasley attended the Town & Parish Council AGM.
             
96       DATE OF NEXT MEETING AND APOLOGIES IN ADVANCE
              The Clerk confirmed that the next Parish Council meeting is on Tuesday
              27th November 2018 at 7.30pm in the Council Chamber,Hebden Bridge Town
              Hall.
             
              No Advance apologies were received .
