Provisional Minutes of the Meeting of Wadsworth Parish Council held on
Tuesday 26th June 2018 in the Council Chamber,Hebden Bridge Town Hall.

21      APPROVAL OF THE MINUTES OF THE MEETING OF THE COUNCIL HELD ON 22nd MAY 2018.                     
        It was proposed by Councillor Fowler that the above minutes be approved as a true record; seconded by Councillor Hughes, all in favour and Resolved.
   
22    MATTERS ARISING FROM THE ABOVE MINUTES
        None arising.

23      LOCAL PLAN/NEIGHBOURHOOD PLAN
        Councillor Kimber had sent a draft of the Parish Council’s specific policies for inclusion in the Neighbourhood Plan which will need to be approved at the July Parish Council meeting. It was agreed that all the items should be given equal status & not appear as a list inorder of priority.Councillor Hughes will liaise with  Councillor Kimber.Action Councillors Hughes & Kimber.

24      CLERK’S REPORT
        1) Rent payments
        The Clerk reported that there is still one rent payment outstanding. Payment has been promised this week.    
                  
        2) Wadyacallit Newsletter
        Councillor Beasley reported that he doesn’t wish to take on the production of the Wadycallit. It was agreed to review the production & distribution of a newsletter next year when all the data protection issues have been confirmed.
              
        3) Data Protection Policy/Records Management Policy
        To assist Parish Council meetings comply with their duties under the General Data Protection Regulation they are required to have a Records Management Policy.YLCA have sent a template for adaptation.
                
        YLCA have confirmed that all Parish & Town Councils are exempt from the requirement to appoint a Data Protection Officer. If the Council still wish to voluntarily appoint a DPO we can contact YLCA so they can gauge demand & that information can then inform the development & costings for the service.

        The Clerk is now in receipt of various templates from YLCA which can be used for all aspects of the General Data Protection Regulations. Councillor Hughes stated that the standing orders would need to be updated & other information kept by the Parish Council would need to be addressed. The item will be kept on the agenda.Councillor Hughes will look at the information from YLCA & report back at the July meeting. 25      FINANCIAL MATTERS

        £24.73 for cards,stamps & paper was added by the Clerk at the meeting, added by the Clerk at the meeting. It was proposed by Councillor Fowler that all the above items be approved for payment, seconded by Councillor Lynch,all in favour and Resolved.

26    CORRESPONDENCE
        1) South Pennine Branch Meeting (13th June)
        2) Thank you from Mary Lawrence.
        3) Camper Vans parked on Old Town Mill Lane
        The parking of camper vans/motorhomes  on the lane is becoming an issue. It was agreed that there is very little the Parish Council can do especially if the vehicles are taxed. It was agreed to monitor the situation & make the Ward Councillors aware of the matter.The Clerk will report back to the contact at Old Town Cricket Club & the Ward Councillors. Action:The Clerk.
        4) WW1 Commemoration at Wainsgate Chapel. It was agreed that a service should take place at Wainsgate Chapel. A date & time will be discussed at the July meeting.                        
        5) YLCA Joint Annual Meeting (14th July).The information was given to Councillor Beasley.
        6) Councillor Lynch thanked the Councillors for the card he had received. He also reported that some gas bottles had been disposed off by the roadside above Pecket Well. Councillor Beasley said that he would contact Highways. Action: Councillor Beasley.

27    PLANNING
    1) New Applications:
        a) 18/00204/CON-Hill Top Farm Keighley Road HX7 8QU.
          The Parish Council have not been notified of this application. The Clerk reported that there has been some issues with receiving emails from Calderdale Planning Dept this now seems to have been resolved.        

        2)  Decisions made by Calderdale:

        a) 17/00253/FUL-Construction of extension to house plan-Near Shawcroft Farm,Akroyd Lane,Pecket Well,HX7 8TE. It was agreed to support this application. PENDING.

        b) 17/00871/HSE & 1700872/LBC-Single storey extension to existing lean-to element of the dwelling, removal of existing flat roof and replacement with pitched roof, creation of internal staircase plus two roof-lights in main building-Ibbotroyd Barn,Walker Lane, Wadsworth,Hebden Bridge, HX7 8SJ.PERMITTED.

        c)  17/00859/FUL-Demolition of existing single garage to facilitate double garage-3 Foot Kiln Wadsworth HX7 8TW.PERMITTED.

        h) 18/00026/HSE-Single storey extension to front & rear elevations-Hollin Top Cottage Clough Lane Midgley HX2 6XB.PENDING.
 
        i)   18/00319/FUL-Divison of one cottage back into 2 cottages-50 Keighley Road Hebden Bridge HX7 8QX.PERMITTED.

    j) 18/00402/COU-Change of use of dwelling to office use-Gibson Mill Cottage Midgehole Road Hebden Bridge HX7 7AW.PERMITTED.

        Nothing to report.Item to remain on the agenda.
                               
        b)  Automoblia                      
        Nothing to report.Item to remain on the agenda.The Clerk reported that she had written to the land owner but to date hadn’t received a response.

        c) Smoke Emissions
        Parishioners have complained about the amount of smoke being emitted from the new plant at Shawcroft Farm. It was agreed to sent the photos received to Calderdale.However the day after the Council meeting it was reported that the Environment Agency had been in contact with the owners of the farm. Both parties are working together to try and minimize the wood burning emissions as the owner of the farm doesn’t want to aggravate the residents of the village.

28      ROAD & FOOTPATH MATTERS
        1) Wall at Pecket Well                 
        Calderdale have provided the Council with details of 3 competitive local contractors who may be able to carry out the work at a reasonable price. It was agreed to obtain 3 quotes & specify exactly the length of wall that needs repairing. Action:Councillor Beasley.                
                   
        2) Speed Watch Report
        Councillor Beasely declared an interest in this item. The Council have received a full report from West Yorkshire Police on the speed watch exercise on Keighley Road,Pecket Well. The drivers who drove at or exceeded the speed restrictions have received warning letters. As this matter is still a concern to the Parish Council it was agreed to send the report to Calderdale & the Ward Councillors.

29      ALLOTMENTS AND GARAGES
        1) Recovery of removal of garage costs
        This matter is still on going. It was agreed to look into selling the debt on Action:Councillor Spencer.
                   
30      PLAYGROUNDS
        1) Items for monthly checks
        Councillor Spencer reported that everything seemed in order at the playgrounds. He is still aware of the swing seats that need attention & the logs that need replacing.Action:Councillor Spencer.

31      REPORTS FROM COUNCILLORS AND OUTSIDE MEETINGS
        Councillor Fowler attended Old Town School Governors meeting.
              
32      DATE OF NEXT MEETING AND APOLOGIES IN ADVANCE
        The Clerk confirmed that the next Parish Council meeting is on Tuesday 24th July 2018 at 7.30pm in the Council Chamber,Hebden Bridge Town Hall.
