held on Tuesday 27th March 2018 at 6.00pm at Wadsworth Community Centre.
Followed by a public meeting at 7.30pm.(To discuss Old Town Mill development)

165     PUBLIC DISCUSSION TIME
At the 7.30pm public meeting there were 51 parishioners present, Gayle Appleyard & Steve Gittner (Architects) & Mr Clay Jnr (son of Mr Clay of Clay Contruction) the developers. Representatives from Calderdale were invited but didn’t attend.
          
166     APPROVAL OF THE MINUTES OF THE MEETING OF THE COUNCIL HELD ON 27th FEBRUARY 2018.                     
It was proposed by Councillor Fowler that the above minutes be approved as a true record; seconded by Councillor Bell, all in favour and Resolved.
   
167    MATTERS ARISING FROM THE ABOVE MINUTES
Councillor Hughes reported that Calderdale are going to quote for repairing the wall holding up the allotments at Pecket Bar.

168      a) LOCAL PLAN/NEIGHBOURHOOD PLAN
Councillor Kimber reported that a working session has been set up to discuss issues that have been raised by him.The final draft of the Local Plan will be issued in June.There will then be a six week consultation period.The plan will then be put out for referendum in December when it will be either accepted or rejected by parishioners.
         
169       CLERK’S REPORT
1) Escaping Water                 
After extensive digging contractors found that a blocked culvert was the cause of the escaping water. As this is on Calder Housing land they will now take over & clear the blockage & put in an inspection chamber where it has been blocked so that any further blockages can be more easily dealt with. They will also re-build the corner of the wall at the bowling green & restore the culvert & path.
       
2) General Data Protection Regulation
This comes into effect from 25th May 2018.The Parish Council will have to produce an information audit.It has yet to be confirmed if Clerks of small Parish Councils might be able to act as Data Protection Officer without any conflict of interest arising.
             
3) Transparency Code Grant
The Clerk reported that YLCA have approved a grant of £843.59 to cover costs associated with having to comply with the transparency code.

4) Moles on Old Town Green
A Parishioner had reported a problem with moles on Old Town Green. The Clerk was contacted before the meeting as the problem has now been resolved.

5) Wadyacallit
Mary has confirmed that she no longer wants to be responsible for producing the newsletter.

£1031.16 to Calderdale MBC for quarterly grass cutting was added by the Clerk at the meeting.

171    CORRESPONDENCE
1) South Pennine Branch Meeting (14th March).Not attended.
2) The Clerk reported that she had contacted the dog warden asking for signs to be placed on the lane & bridleway by the Robin Hood Pub but to date hasn’t received a response.   
                        
172    PLANNING
1) New Applications:
a) 18/00045/FUL Old Town Mill Development
The 7.30pm public meeting was well attended.There was a lot of support for the development but a lot of concern about access on Old Town Mill Lane. After the meeting Councillors agreed that they were broadly supportive of the application but have great concern about the viability of Old Town Mill Lane.They are also concerned about traffic using Walker Lane,Sandygate,Ackroyd Lane,Pecket Bar & Boston Hill Corner. They are also disappointed that there is any use of green belt land within the application & that there is no portion of the development set aside for affordable housing for local people.

173      ROAD & FOOTPATH MATTERS
1) Feedback from Mr Andrew Pitts
A Map showing land drains hasn’t been received. Councillor Beasley will contact Mr Pitts regarding blocked drains. Action: Councillor Beasley.

174       ALLOTMENTS AND GARAGES
1) Recovery of removal of garage costs
YLCA have advised the Council that this needs to go to a small claims Court. Councillor Bell is to seek legal advise.Action:Councillor Bell.                   
2) Car parking space                               
The parishioner wanting to rent the parking space & put a garage on it has confirmed that the garage is for his own personal use.The Clerk has sorted the necessary paperwork.

175        PLAYGROUNDS
1) Items for monthly checks
Nothing to report as Councillor Spencer wasn’t at the meeting. It was assumed that he will carry out the next monthly inspections.
2) New playground equipment.

176        REPORTS FROM COUNCILLORS AND OUTSIDE MEETINGS
Councillor Fowler reported that he had attended a school governor meeting & been on a school trip.
   
177        DATE OF NEXT MEETING AND APOLOGIES IN ADVANCE
The Clerk confirmed that the next Parish Council meeting is on Tuesday 24th April 2018 at the rise of the 7.00pm Annual Parish Meeting at Wadsworth Community Centre.
