134     APPROVAL OF THE MINUTES OF THE MEETING OF THE COUNCIL HELD ON 12th DECEMBER 2017.                     
It was proposed by Councillor Bell that the above minutes be approved as a true record; seconded by Councillor Hughes, all in favour and Resolved.

135    MATTERS ARISING FROM THE ABOVE MINUTES
Clerk stated that advanced apologies were received from Councillor Bell for the 9th January Finance meeting, not the January Council meeting. Due to a computer error three planning applications were omitted from item 124 (2).These are 17/01091/CON 17/01355/LBC & 17/01387/FUL.
 
136      a) LOCAL PLAN/NEIGHBOURHOOD PLAN
Councillor Kimber reported that the date for the local plan had been changed again,however there has been a reduction in the number of houses to be built, although a transport survey hasn’t yet been done. The final draft for the Neighbourhood Plan is due at the end of March. To be reviewed by the Government bodies in May.Final submission in August and the referendum in September.
                    
137       CLERK’S REPORT
1) Data Protection Officer
From 25th May 2018 the Parish Council will be obliged to appoint a Data Protection Officer.This possibly may not be the role of the Clerk. NALC is working on plans to develop a national DPO service. Furthur information will follow.
2) Rent increases
Councillor Hughes proposed an increase in the rents for 2018-2019, seconded by Councillor Spencer, all in favour and Resolved. The Clerk will now update the paperwork.
3) Noticeboards
The Clerk reported that the top right hand hinge on the noticeboard at Midgehole has broken. The noticeboards at Old Town and Pecket Well require weatherproofing. The Clerk will contact Bob Dean.Action:The Clerk.
4) Water problem
There is an issue with water affecting properties at Westfield. Both Calderdale and Parish Councillors have inspected the area. The water is not coming from Council land.The Clerk will contact Calderdale as the matter needs to be resolved by them and not the Parish Council.

5) Transparency Code
The Clerk has applied for some funding to help with ongoing costs.
                                         
138       FINANCIAL MATTERS

£8.40 for stamps was added by the Clerk at the meeting.

It was proposed by Councillor Kimber that all the above items be approved for payment, seconded by Councillor Hughes, all in favour and Resolved.

2)  Grants 
The Friends of Wainsgate Chapel had asked for a donation towards the cost of a dance floor. It was agreed that on this occasion the Council would not be able to assist with a donation.The Clerk will contact them.

3)  Other items
Councillor Hughes proposed that the precept should be set at £12,978 and that £7,560 should be taken out of reserves,seconded by Councillor Bell, all in favour and Resolved. The Clerk will confirm the precept amount with Calderdale.Action:The Clerk.

139    CORRESPONDENCE
1) Slow the Flow will attend the Annual Parish Meeting in April
2) Thank you cards & letters from parishioners for the Christmas hampers & one from Bob & Yvonne at Old Town Post Office thanking the Parish Council for their support.
3) State of Calderdale 2018 (23rd March)
4) Ripponden Parish Council Civic Dinner (10th March)

140    PLANNING
1) New Applications:
a) 17/01560/HSE-Single storey (double height) rear extension to existing dwelling-Snay Booth Wadsworth Lane Hebden Bridge HX7 8TN.
Following the meeting it was confirmed that the property was within the Parish boundary and the application was supported.
         
b) 18/00045/FUL & 18/00046/LBC Conversion of mill to create 21 dwellings with small business units and café.Demolition of sheds.
Construction of 4 new dwellings.Provision of car parking,gardens & land scaped areas.Old Town Mill Old Town Mill Lane Hebden Bridge.
Councillor Hughes recommended that the parishioners who will be affected by this application should form a residents association,then they would be consulted and their views taken into account. It was agreed to put this on the February agenda for discussion again due to it’s importance.

2) Feedback from Mr Andrew Pitts
The Council hasn’t had any feedback from Mr Pitts regarding Highways attending a Council meeting nor have they received the promised drainage plan.The item to remain on the agenda.
                                                                                                               
142       ALLOTMENTS AND GARAGES
1) There hasn’t been any communication at all from the parishioner concerned regarding the recovery of costs for the removal of the garage. Councillors agreed that they need to consider the next course of action.
                   
143        PLAYGROUNDS
1) Items for monthly checks
Councillor Spencer reported that the swing seats at Old Town playground are very worn and need replacing.It was agreed to wait for the better weather and then ask Calderdale for a price.Councillor Spencer will carry out next month’s inspections.

2) New playground equipment. On going.

144        REPORTS FROM COUNCILLORS AND OUTSIDE MEETINGS
1) Councillor Kimber went to the Ward Forum meeting on Councillor Beasley’s behalf to listen to the discussion on 20mph speed limits.
Councillor Beasley will follow this up.

The Clerk confirmed that the next Parish Council meeting is on Tuesday 27th February 2018 at 7.30pm in the Council Chamber,Hebden Bridge, Town Hall.
