Minutes of the Meeting of Wadsworth Parish Council
held on Monday 23rd October 2017 at 7.30pm
in the Council Chamber,Hebden Bridge Town Hall.

Councillors Ring (Chairman), Beasley,Fowler,Lynch,Hughes,Wade,Kimber and Bell.
 
APOLOGIES FOR ABSENCE
Councillor Spencer wasn’t in attendance.

83       RESOLUTION TO RE-ORDER THE AGENDA
Councillor Kimber had informed the Clerk that he would be an hour late.
Items 87 a) & b) were re-ordered to be discussed after item 91 (3).
           
84       PUBLIC DISCUSSION TIME
No members of the public were present.
          
85       APPROVAL OF THE MINUTES OF THE MEETING OF THE COUNCIL HELD ON 26th SEPTEMBER 2017.                     
It was proposed by Councillor Fowler that the above minutes be approved as a true record; seconded by Councillor Beasley, all in favour and Resolved.
               
86    MATTERS ARISING FROM THE ABOVE MINUTES
No matter arising.

87       a) LOCAL PLAN
The Parish Council response to the plan has been submitted and acknowledged.

b) NEIGHBOURHODD PLAN
Councillor Kimber thanked Councillor Beasley for writing a summary of Wadsworth Parish Council for the Neighbourhood Plan document. The final draft should be approved at the 10th November meeting with the final consultation over the Christmas period. Councillors said that they hadn’t received a copy of the draft plan. Councillor Kimber said that he would send it to those Councillors on email and the Clerk would contact Emma Green asking for paper copies to be sent to those not on email. Action; Councillor Kimber and the Clerk.
            
88        CLERK’S REPORT
1) Disabled access to the Council Chamber
The Clerk has received information from the Town Hall regarding the emergency evacuation procedure.Disabled access to the Council Chamber is via the Greenwood Room.
                  
2)  Staffing Committee Meeting Date
Item to be removed from the agenda.

3) Parked car on Old Town Green
Councillor Fowler has spoken to the householder. They will avoid parking on the green in the future. Councillor Fowler will monitor this.

4)  Lumb Falls
Calderdale Officers from Tourism/Waste/Environment are having a site meeting on 27th October. MP Craig Whittaker has been invited. Wadsworth Parish Council will be updated once the meeting has taken place.
 
5)  Joint meeting with Heptonstall PC & The National Trust
The Clerk now has a contact at the National Trust-Mr Jonathan Brewer. She has emailed him regarding a joint meeting.He is currently away on holiday.

6)  The Clerk confirmed that Mr Andrew Pitts will attend the November meeting at 7.30pm.

7)  Pinfold Land
Councillor Bell reported that the Land Registry has confirmed Parish Council ownership of the Pinfold. Councillor Bell is to speak to local Estate Agents regarding signs at the Pinfold.

8) Wadsworth Community Centre
The Clerk has received the plans of the renovation work at the Community Centre. These were approved by the Council. The Council would like to know the name of the contractor once this has been agreed. Council agreed to discuss a donation towards the renovation costs at the January 2018 budget meeting. The monies wouldn’t be available until April 2018. If this doesn’t fit in the Community Centre’s timetable then the Council would consider a donation earlier. The Clerk will contact the Secretary.Action:The Clerk.

The Clerk confirmed with Chairman, Councillor Ring, that the Remembrance Parade wreaths and cross would be available to collect from the Clerk’s office at the Town Hall.

1) New Applications:
1) 17/01143/LBC-Extension and remodeling of existing house and barn (LBC) – Latham Farm, Latham Lane, Wadsworth,Hebden Bridge HX7 8TG. Due to the timescale given to consider the application no observations were made.

2)  17/00682/FUL & 17/00683/LBC-Renovation and conversion of farm buildings to create six dwellings- Old Town Farm,Old Town Mill Lane, Old Town, HX7 8SW.It was proposed by Councillor Bell that Council are sympathetic to the proposal but have reservations as to whether the road will withstand another 12 vehicles,seconded by Councillor Fowler, all in favour and Resolved.

2)  Decisions made by Calderdale:

a)   17/00253/FUL-Construction of extension to house plan-Near Shawcroft Farm,Akroyd Lane,Pecket Well,HX7 8TE.It was agreed to support this application.PENDING.

b) 17/00871/HSE & 1700872/LBC-Single storey extension to existing lean - to element of the dwelling,removal of existing flat roof and replacement with pitched roof,creation of internal staircase plus two roof-lights in main building-Ibbotroyd Barn, Walker Lane Wadsworth,Hebden Bridge HX7 8SJ.PENDING.

c) 17/00859/FUL-Demolition of existing single garage to facilitate double garage-3 Foot Kiln Wadsworth HX7 8TW. PERMITTED.

d) 17/00476/HSE-Single storey rear extension and replacement balcony- The Coach House Boston Hill Wadsworth Hebden Bridge HX7 8SS. PERMITTED.

e) 17/00859/FUL-Demolition of existing single garage to facilitate double garage-3 Foot Kiln Wadsworth HX7 8TW.PENDING.

92         ROAD & FOOTPATH MATTERS
1) Speed Watch Report
The speed watch reports have been passed to the Road Safety Officer for  his attention.He was on leave until 19th October so it may be some time before he has chance to look at these and respond further. The log reference number is SR 294061.There was an error by the Clerk who apologises that she didn’t report this at the meeting and has added it to these minutes.

93       ALLOTMENTS AND GARAGES
The Clerk has received emails from both an allotmenteer and a parishioner regarding the condition of an allotment at Pecket Bar. Councillors are aware of the situation and it will be monitored.

Councillor Beasley reported that he is hoping to contact the ex-parishioner to recover the cost of the removal of her garage from the Parish Council land.
                                        
94         PLAYGROUNDS
1) Items for monthly checks
Nothing to report as Councillor Spencer wasn’t at the meeting. It was assumed that he would carry out the monthly inspections.
 
2) New playground equipment.
It was agreed that the drainage issues needed to be sorted before purchasing new equipment.The Clerk will put this item for consideration on the January 2018 budget meeting.

95        REPORTS FROM COUNCILLORS AND OUTSIDE MEETINGS
1) Councillor Bell reported that he has set up a website for the Wadyacallit only seven parishioners have said they would like the newsletter sending electronically. Councillor Bell will contact Mary again asking her to put in the next newsletter an article asking for parishioners to confirm if they wish to received future copies of the newsletter electronically.
               
2) Councillor Beasley attended the Annual Town & Parish Council meeting.
Various matters were discussed.Councillor Beasley raised the issues that the Parish Council are having with the A6033. It was agreed to contact Highways Dept regarding the missing 30mph sign. Action:The Clerk.

96         DATE OF NEXT MEETING AND APOLOGIES IN ADVANCE
The Clerk confirmed that the next Parish Council meeting is on Tuesday 28th November at 7.30pm in the Council Chamber,Hebden Bridge Town Hall.
