Minutes of the Meeting of Wadsworth Parish Council#
held on Tuesday 25th July 2017 at 7.30pm
in the Council Chamber,Hebden Bridge Town Hall.

35       RESOLUTION TO RE-ORDER THE AGENDA
Item 40 (3) to become 36 (a) Lumb Falls
Item 41 (2) (a) to become 36 (b) Community Partnership Fibre Funding.

36       PUBLIC DISCUSSION TIME
a) 6 members of the public were present to discuss the issues at Lumb Falls that were affecting them. Councillors suggested that the residents write to the three Ward Councillors to make them aware of the problems. The Council will write to the Chief Constable, Highways and Parking Services asking for the appropriate signage on the road and the concern that emergency services would not be able to get through any obstruction caused by the parked cars.
Action:The Clerk.

b) Ben Gibson attended the meeting. He wanted a donation towards promotional flyers & a website to make parishioners aware of his intention of trying to upgrade the level of fibre optic broadband that is currently in place. It was suggested that, as BT get grants from public funding, this wasn’t a Parish Council matter and that he should seek help and support from the local MP.
                
37       APPROVAL OF THE MINUTES OF THE MEETING OF THE COUNCIL HELD ON 26th JUNE 2017.                     
It was proposed by Councillor Fowler that the above minutes be approved as a true record; seconded by Councillor Lynch, all in favour and Resolved.
               
38    MATTERS ARISING FROM THE ABOVE MINUTES
Councillor Fowler confirmed that he had reported the incident of the scramble bikes on the footpaths to the police and that he will monitor this and report any further incidents to them.
           
Councillor Beasley reported that there is still a car parking on Old Town Green which is blocking the access track. Councillor Fowler said that he will call at the property to see if the car belongs to the residents and ask that it no longer is parked there. Action:Councillor Folwer.
 
The Clerk reported that she had written to the resident at Lower Crimsworth Farm asking that the gate, that leads onto the Parish land, remains unlocked.
To date there hasn’t been a response .

39        NEIGHBOURHOOD PLAN
Nothing to report due to Councillor Kimber’s absence.
 
40        CLERK’S REPORT
1) Trees at the Memorial Garden
It was agreed that the trees need to be cut back. Councillor Lynch proposed that Councillor Beasley contact a contractor to sort the matter, seconded by Councillor Fowler, all in favour and Resolved.
               
2) Staffing Committee Meeting Date
Chairman Councillor Ring, asked that this be put on the August agenda.

The Clerk confirmed that the external audit form had been returned from PKF Littlejohn the external auditors and that in their opinion the information in the annual return is in accordance with proper practices and no other matters have come to their attention giving cause for concern that relevant legislative and regulatory requirements have not been met. All the required 2016/017 accounts paperwork has been sent to Kate to be put on the Parish Council website.
          
41       FINANCIAL MATTERS
1) Items for payment
a) Clerk’s salary                              £453.54  
b) Clerk-computer costs                        £20.00
c) Calderdale MBC grass cutting                £1031.16   

£120.00  External Audit Fee
£300.00 Mr L M Yates for cutting and disposal of trees was added by the Clerk at the meeting.

It was proposed by Councillor Fowler that all the above items be approved for payment,seconded by Councillor Bell,all in favour and Resolved.
The Clerk reported that the April-June quarter VAT return had been submitted and a repayment of £160.53 is due.
              
2)  Grants                 
This had been covered under item 36 .
                                           
3)  Other items
Councillor Kimber reported via the Clerk that he had met with Richard Peters. The trees in question are on National Trust land just below the monument. They have grown to such a height that they are completely obstructing the view. The trees are to be cropped on Thursday 3rd August. As this will improve the view from the Parish Council land it was agreed to give CROWS the £50 donation for the tree surgeon providing that CROWS have received permission from the National Trust to cut the trees.
                                                       

42    CORRESPONDENCE
1) Ward Forum meeting (13th Jul).Not attended
2) Old People’s Welfare Group AGM (28th June) Not attended.
3) Wainsgate Chapel events.
4) Allotmenter has said that the allotment feels exposed now that the elder hedge has been cut back and that passers by are using the allotment as a right of way.She has asked if a gate could be put on the Keighley Road opening. The Clerk will write stating that the Parish Council have no objection to her erecting a gate.
5)   Parishioner would like to plant a tree on Old Town green in memory of her son. Councillor Ring has two oak sapplings that could be used and will contact those concerned.Action:Councillor Ring. Councillors agreed that in these instances plaques and funereally items should not be place there at any time.
6)  Thank you from Wadsworth Environment Group for the grant to cover their insurance. They also attached a summary of their activities during the last year-maintaining their bee hives, tidying Wainsgate churchyard, maintaining the large flower planters at the Parish boundaries, litter picks and keeping the pond area below Pecket Well free of invasive plants so that frogs and invertebrates can thrive there.
                        
43    PLANNING
1) New Applications:
1) 17/00871/HSE-Single storey extension to existing lean-to element of the dwelling, removal of existing flat roof and replacement with pitched roof,creation of internal staircase plus two roof-lights in main building- Ibbotroyd Barn,Walker Lane Wadsworth,Hebden Bridge HX7 8SJ.
It was proposed by Councillor Bell that the Council support the application, seconded by Councillor Beasley,all in favour and Resolved.
      
2)  Decisions made by Calderdale:
1)   17/00253/FUL-Construction of extension to house plan-Near Shawcroft Farm,Akroyd Lane,Pecket Well,HX7 8TE.It was agreed to support this application.PENDING.

2)  17/00438/FUL-Land between 36 & 43 Keighley Road Hebden Bridge.PENDING.

3) 17/00669/HSE-Extension of existing balcony at first floor with store under-1 Old Mill Ridge,Old Town,Hebden Bridge HX7 8RT. PERMITTED.

4) 17/20084/TPO & 17/20085/TPO- Fell one tree & reduce one tree (TPO) Birch View,Midgehole Road,Hebden Bridge,HX7 7AA.PENDING.

5)  Renovation and conversion of farm buildings to create six dwellings Old Town Farm,Old Town Mill Lane,Old Town HX7 8SN.
Application yet to be validated.PENDING.
      3)  Other Items:

a)   Allswell Farm                                        
Nothing to report.The item to remain on the agenda.

b) Automoblia                                             
The Clerk has received an email from the Enforcement Planning Officer stating that she has been unsuccessful in persuading the land owner to tidy the site voluntarily and Calderdale cannot justify any formal action. The two containers on the land are lawful.The matter has been reported to her Senior Officer recommending that no further action be taken and the file closed.
Councillors are disappointed with this response and will continue to pursue this matter as the site is an eyesore on entry to the village.The Clerk will contact the Senior Officer.Action:The Clerk.
          
44      ROAD & FOOTPATH MATTERS
1) Proposed diversion of footpath
Nothing to report but the item to remain on the agenda.

2) Speed of cyclist through Pecket Well.
Councillor Beasley and two volunteer special constables are conducting a Speed Watch survey on Sunday 30th July at various locations in the Village. He will report back at the August meeting.Action:Councillor Beasley.

3) Sign Issues on the A6033.
Michelle Thompson (Project Manager) for Highways & Transportation has confirmed that Service Request No 286255 has been passed to the Highways maintenance team and the following will be rectified:
50mph sign to be turned the correct way round
A new 20mph sign to be erected
The post with the missing sign will be entirely removed and not replaced
The chevrons will be reinstated at their previous locations
Councillor Beasley stated that he has contacted Highways as there are still some signage issues that need addressing. He is still awaiting a response.
    
              
45     ALLOTMENTS AND GARAGES
1)  Removal of garage
To date the garage hasn’t been removed.It was agreed not to communicate further with the contractor and to ask the contractor who put in a slightly quote to do the job as soon as possible.The Clerk will contact him.
Action:The Clerk.
 
2) Parking Spaces
As the garage hadn’t been removed the Clerk asked for this to be put on the August agenda.
 
 
46       PLAYGROUNDS
1) Items for monthly checks
Councillor Spencer reported that a bench at Pecket Well playground needed repairing. Councillor Spencer will sort this and carry out next month’s inspections.Action:Councillor Spencer.
           
2)  Drainage at Pecket Well playground.
Councillor Spencer asked for this to be removed from the agenda. All agreed.

3)   New playground equipment.
Councillor Spencer is still chasing funding. Councillor Beasley is sorting some goal posts and will erect these with Councillor Spencer.
Action:Councillors Beasley & Spencer.
                    
47        REPORTS FROM COUNCILLORS AND OUTSIDE MEETINGS
Nothing to report.

Councillor Bell suggested that when the Clerk receives an email she sends a generic reply stating that the matter will be put on the agenda for the next Council meeting and not engage in any further communication with the sender.All agreed with this.

48         DATE OF NEXT MEETING AND APOLOGIES IN ADVANCE
The Clerk confirmed that the next Parish Council meeting is on Tuesday 22nd August 2017 at 7.30pm in the Council Chamber,Hebden Bridge Town Hall.
               
No advance apologies were received.
