Minutes of the Meeting of Wadsworth Parish Council
held on Tuesday 23rd May 2017
at the rise of the Annual Meeting of the Council in the Council Chamber, Hebden Bridge Town Hall.

Councillors Hughes,Spencer and Kimber.

3      RESOLUTION TO RE-ORDER THE AGENDA
Not required.

4      PUBLIC DISCUSSION TIME
No members of the public were present.

5      APPROVAL OF THE MINUTES OF THE MEETING OF THE COUNCIL HELD ON 25th APRIL 2017.                     
It was proposed by Councillor Bell that the above minutes be approved as a true record; seconded by Councillor Fowler, all in favour and Resolved.
               
6      MATTERS ARISING FROM THE ABOVE MINUTES
No matters arising.

7      NEIGHBOURHOOD PLAN
Councillor Kimber reported to the Clerk before the Council meeting that he was unable to attend the Neighbourhood Plan meeting on 10th May. He has given the Clerk a copy of the minutes should any of the Councillors wish to see them. Chairman Councillor Ring,took the minutes.
           
8      CLERK’S REPORT
1) Wadyacallit Newletter
Councillor Bell suggested that an article be put in the next newsletter asking those who receive the newsletter by post to consider receiving it electronically as it would save the Parish Council expenses. Councillor Bell said that he would set up an email address for this purpose.The Clerk will contact Mrs Mary Lawrence.
Action :The Clerk and Councillor Bell.

2) Staffing Committee Meeting Date
Chairman,Councillor Ring, asked that this be put on the June agenda.

9       FINANCIAL MATTERS
1) Items for payment

It was proposed by Councillor Fowler that all the above items be approved for payment, seconded by Councillor Bell, all in favour and Resolved.
              
2)  Grants  
a) Wadsworth Environment Group. £82.50 to cover their annual insurance.
It was proposed by Councillor Fowler that this grant be paid, seconded by Councillor Bell,all in favour and Resolved.

b) Ben Gibson re the Community Fibre Partnership. Funding for the web hosting costs,domain names & promotional flyers/posters.
It was agreed to invite Ben to a meeting to explain more about the project before Council committing to a grant.Action:The Clerk.
                       
3)  Other items
a) The year end accounts were approved.The Chairman, Councillor Ring, and the Clerk signed the external audit form which the Clerk will now submit to the external auditiors.
Action:The Clerk.

b) It was agreed that using the Community Centre for Parish Council meetings was part of the reciprocal arrangement that the Council had with the Centre and therefore would not pay for any meetings held there.

10    CORRESPONDENCE
1) Ward Forum meeting on 30th May has been cancelled due to the run up to the General Election. We will be notified of the next meeting nearer the time.
2) Town & Parish Liaison Group meeting. 9th May 2017.
3) Thank you letter re the donations to Heptonstall Exhibitions & Richard Naylor Charities.
4) Request from a small film crew to do some filming on Old Town Green.
                    
                
11    PLANNING
1) New Applications:
1) 17/20052/TPO-Prune seven trees (Tree Preservation Order) -13 Nursery Nook, Midgehole Road, Hebden Bridge HX7 8NA.There was no objecti to this application.

2) 17/00438/FUL-Land between 36 & 43 Keighley Road Hebden Bridge.
Councillor Bell proposed that,in view of the inadequate information forwarded to the Parish Council,they were unable to make an observation regarding this planning application, seconded by Councillor Fowler, all in favour and Resolved.
 
2)  Decisions made by Calderdale:
1) 17/00094/LBC-Installation of fire detection and alarm system, emergency lighting and escape signage.Separation of escape route. Provision of wheelchair access by the creation of new landing and steps to west elevation.Additional WC. Improvements to kitchen. Addition of first floor kitchenette.(Listed Building Consent).Wainsgate Chapel,Wainsgate Lane, Wadsworth,Hebden Bridge.PENDING.

2)   17/00253/FUL-Construction of extension to house plan-Near Shawcroft Farm,Akroyd Lane,Pecket Well,HX7 8TE.It was agreed to support this application.PENDING.

3)  Other Items:
a)   Allswell Farm                                        
Nothing to report.The item to remain on the agenda.

b) Automoblia
The Clerk has been contacted by the Enforcement Planning Officer who reported that a further site visit will be undertaken and the Council will be updated. The Clerk will contact the Officer again asking that the Council urgently want some resolution on this issue.Action:The Clerk.
                                           
12       ROAD & FOOTPATH MATTERS
1) Proposed diversion of footpath
Nothing to report but the item to remain on the agenda.

2) Speed of cyclist through Pecket Well.
The Clerk has received a response from Highways stating that any concerns should be referred to the police. Councillor Beasley stated that he would draft a letter to that effect. Action:Counillor Beasley and the Clerk.

3) Sign Issues on the A6033.
Highways have confirmed that an engineer is to look at the sign problems.
                   
13       ALLOTMENTS AND GARAGES
1)  Removal of garage
A skip has been booked for the removal of the garage on 27th May.
 
2) Elder Hedge
An allotmenter has reported that the elder hedge on the Keighley Road side of her allotment has been dying and breaking off recently. It was agreed to contact a contractor to look at this and some hawthorn hedges at the bus stop.Action:Councillor Beasley.
Councillor Bell reported that there is an issue with some trees obstructing the Smeakin’ Hill memorial.The Clerk will contact CROWS to see if they could look at this.Action:The Clerk.

3) Rent Payments
The Clerk reported that there are still some rent payments outstanding. Letters will now be sent to these tenants. An allotment plot is now available so the Clerk will contact the next person on the waiting list. Action:The Clerk.
                       
14       PLAYGROUNDS
1) Items for monthly checks
Councillor Spencer stated via the Clerk that he will carry out next month’s inspection and that all was fine so nothing to report.
                                              
2)  Drainage at Pecket Well playground.

15        REPORTS FROM COUNCILLORS AND OUTSIDE MEETINGS
Councillor Fowler reported that he had attended the first Governors meeting with the new head teacher at Old Town school.
                 
16        DATE OF NEXT MEETING AND APOLOGIES IN ADVANCE
The Clerk confirmed that the next Parish Council meeting is on MONDAY 26th JUNE 2017 at 7.30pm in the Council Chamber,Hebden Bridge Town Hall.
