Minutes of the Meeting of Wadsworth Parish Council
held on Tuesday 25th April 2017
at the rise of the Annual Parish meeting at Wadsworth Community Centre.

185     RESOLUTION TO RE-ORDER THE AGENDA
Not required.

186     PUBLIC DISCUSSION TIME
12 members of the public that were present at the Annual Parish meeting remained for this meeting.Matters that they wished to raise had already been discussed at the Annual Parish meeting.

187     APPROVAL OF THE MINUTES OF THE MEETING OF THE COUNCIL HELD ON 28th MARCH 2017.                     
It was proposed by Councillor Fowler that the above minutes be approved as a true record; seconded by Councillor Bell, all in favour and Resolved.
   
188    MATTERS ARISING FROM THE ABOVE MINUTES
Councillor Fowler reported that he had attended the assembley for the retiring Headteacher at Old Town School and that the new head was now in postion.
      
189      NEIGHBOURHOOD PLAN
Councillor Kimber stated that there wasn’t anything to report as the Group hadn’t had a meeting.He did report that Councillor Sue Slater is the current. Chairman of the Group.
 
190      CLERK’S REPORT
1) Wadyacallit Newletter
Councillor Bell suggested that an article be put in the next newsletter asking those who receive the newsletter by post to express an interest if they would like to receive it electronically.It was suggested that a new email address would need to be set up to manage this.The Clerk will update Mary regarding this discussion.Action:The Clerk.

191     FINANCIAL MATTERS

Councillor Hughes proposed an amendment to the Clerk’s salary. He reported that,as per a letter from NALC in May 2016 regarding Clerks’ 2016-2018 National Salary Award,the Clerk’s salary was to be increased from 1st April 2017 to £10.467p per hour.The new salary is now £453.54 per month.

It was proposed by Councillor Bell that all the above items be approved for payment,seconded by Councillor Fowler,all in favour and Resolved.
              
2)  Grants                    
In 2016 the Council made a donation of £100 to Wadsworth Community Association.They have asked if this will happen again this year.  It was proposed by Councillor Fowler that a donation of £50 be given to the Community Association,seconded by Councillor Bell,all in favour and Resolved.
The Committee will forward the plans for the Community Centre refurbishment once they have been drawn up.

192    CORRESPONDENCE
1) Broadband Improvements in Pecket Well.It was agreed to write to Open Reach and to the MP regarding possible improvements to the current broadband speed which is an issue with parishioners.
2) Invitation for the Chairman to attend HRTC Annual meeting & Mayor Making Ceremony ( 17th May).
3) Invite from the Mayor & Mayoress of Calderdale to their Civic Service. (7th May).

193    PLANNING
1) New Applications:
1) 17/00088/LBC-Residential development of two dwellings (Listed
Building Consent) –Land west of the Old Co Op Hall Walker Lane, Wadsworth Hebden Bridge.WITHDRAWN.

2) 17/00253/FUL-Construction of extension to house plan-Near Shawcroft Farm,Akroyd Lane,Pecket Well,HX7 8TE.It was agreed to support this application.


2)  Decisions made by Calderdale:
1) 17/00094/LBC-Installation of fire detection and alarm system, emergencylighting and escape signage.Separation of escape route. Provision of wheelchair access by the creation of new landing and steps to west elevation.Additional WC. Improvements to kitchen. Addition of first floor kitchenette.(Listed Building Consent).Wainsgate Chapel,Wainsgate Lane, Wadsworth,Hebden Bridge.PENDING.

3)  Other Items:
a)   Allswell Farm                                        
Nothing to report.The item to remain on the agenda.
b) Automoblia                     
Concerns were raised regarding the state of the site. It was agreed to contact Calderdale to investigate this and report back any enforcement that they might action.Action:The Clerk.

194         CAR PARK AT BILLY LANE                     
Nothing to report.The item to be removed from the agenda.
 
195         ROAD & FOOTPATH MATTERS
1) Running water down Keighley Road
This is not as bad as it was.The item will be removed from the agenda but will be put back on should the problem re-occurr.
                              
2) Proposed diversion of footpath
The Clerk wrote to Mr Phil Champion following last month’s meeting but to date has not received a reply.
 
3) Speed of cyclist through Pecket Well.
Councillor Bell reported concerns from parishioners regarding the speed of cyclists on push bikes through Pecket Well.The Clerk will contact Highways to request that this matter be investigated.Action:The Clerk.

The Clerk reported that Richard Peters from CROWS has confirmed that the work on the path above Lumb Falls has been completed.

196     ALLOTMENTS AND GARAGES
1)  Removal of garage
Two quotes have been received for the removal of the garage.  Councillor Bell proposed that the lower of the two quotes be accepted, seconded by Counciilor Hughes,all in favour and Resolved.

197      PLAYGROUNDS
1) Items for monthly checks
Councillor Spencer stated that he will carry out next month’s inspections and that there was nothing to report.
                                              
2)  Drainage at Pecket Well playground. Still ongoing.

3)   New playground equipment.
Councillor Spencer reported that he is still looking at quotes but there doesn’t seem to be any match funding available.

Nothing to report.

199        DATE OF NEXT MEETING AND APOLOGIES IN ADVANCE
The Clerk confirmed that the next Parish Council meeting is the Annual Meeting on Tuesday 23rd May 2017 at 7.30pm,followed by the normal Parish Council meeting, in the Council Chamber,Hebden Bridge Town hall.
               
No advance apologies were received.

The meeting closed at 8.10pm.
