Minutes of the Meeting of Wadsworth Parish Council
held on Tuesday 28th March 2017 at 7.30pm
in the Council Chamber of Hebden Bridge Town Hall.

Councillors Lynch (Chairman), Ring,,Kimber,Bell,Fowler,Wade,Spencer and

167     MEMBERS INTERESTS
Councillor Kimber declared an interest in item 178 (3) on the agenda - the proposed footpath diversion at Lower Crimsworth.
                                 
168     RESOLUTION TO RE-ORDER THE AGENDA
Not required.

169     PUBLIC DISCUSSION TIME
No members of the public were present but a parishioner had enquired as to whether there was any available building land within the Parish. The advice was for him to contact Planning Dept. There was also concern from parishioners that eventually their light would be blocked by some trees that have recently been planted.      
    
170     APPROVAL OF THE MINUTES OF THE MEETING OF THE COUNCIL HELD ON 28th FEBRUARY 2017.                     
It was proposed by Councillor Fowler that the above minutes be approved as a true record; seconded by Councillor Bell, all in favour and
Resolved.
   
171    MATTERS ARISING FROM THE ABOVE MINUTES
No matters arising.
      
172      NEIGHBOURHOOD PLAN
Councillor Kimber reported that issues with the local plan were still being resolved. He reported that a piece of land at Pecket Well was not within the “village envelope” which would mean that it could be classed as greenbelt.
It was proposed by Councillor Kimber that he writes to Calderdale to point out the omission, seconded by Councillor Bell, all in favour and Resolved.
 
173      CLERK’S REPORT
1) Wadyacallit Newletter
Several Councillors would still like to see a paper copy of the newsletter. It was suggested that an article be put in the next edition asking for distribution volunteers and for notification from those who would prefer to receive an email copy. To be discussed at the next meeting.
 
2) Cerk’s computer
Councillor Hughes proposed that Council put £240 per annum in it’s future budgets to cover computer hardware costs and maintenance. Then either pay the Clerk £20 per month to cover computer costs if the Clerk uses his/her own computer for Council business, or should a future clerk not be able to supply their own computer then this would be supplied by the Council to be paid for by the Council out of the above mentioned budget item.  Council might have to fund the initial purchase out of reserves which can be replaced in subsequent years as the allowance for the Clerk using his/her own computer would not be applicable under these cirumstances,seconded by Councillor Bell,all in favour and Resolved. The amount of £20 per month will be paid separately to the Clerk’s salary.
                                                                                
3) Town Hall access
Mr Graham Mynott, Executive Director at the Town Hall, has written to Chairman, Councillor Lynch. He said that the incident occurred due to an oversight on the part of the staff and apologised for any inconvenience caused. The Town Hall staff are now fully aware of the Council’s access needs and are happy to meet and discuss any further queries or concerns.

The Clerk confirmed that the June meeting will be held on Monday 26th June  in the Council Chamber.
Councillor Beasley confirmed that he would stand as Vice Chairman in May.


174     FINANCIAL MATTERS
1) Items for payment
a) Clerk’s salary                                 £449.03  
b) Calderdale MBC-Grass cutting                   £1,001.10

£416.00 YLCA 2017/2018 membership fee and £72.00 website quarterly fee were added by the Clerk at the meeting.
It was proposed by Councillor Fowler that all the above items be approved for payment, seconded by Councillor Kimber, all in favour and Resolved.
              
2)  Grants                    
Richard Peters from CROWS has contacted the Clerk. He acknowledged receipt of the cheque.The work on the steps to Smeakin Hill has been completed. The other works will be completed when there is a drier spell with the weather. He will also acknowledge the Council’s donations in a walks leaflet that CROWS are producing.
The Clerk will contact Mr Peters to ask if the work on the path above Lumb Falls could be completed before the Parish Boundary Walk on 5th June.  Action:The Clerk.

175    CORRESPONDENCE
1) Old People’s Welfare Committee have received a grant of £5000 from Calderdale Council for the Memory Makers Project.
2) Wadsworth Community Centre are seeking the Parish Council’s approval for improvements that the Committee wish to make at the Centre. It was agreed that the proposal sounded fine,subject to the Council seeing the plans before the work goes ahead. The Clerk will contact Jude Lancaster, the secretary, thanking the Committee for their hard work and that the Council are pleased to see the Community Centre going forward.Action:
The Clerk.
3) Hebden Bridge Partnership Public Meeting (23rd March).Councillor Bell attended and confirmed that all the Parish Councils were mentioned under all the Neighbourhood Plan items.

176    PLANNING
1) New Applications:
1) 17/00094/LBC-Installation of fire detection and alarm system, emergency lighting and escape signage. Separation of escape route. Provision of wheelchair access by the creation of new landing and steps to west elevation. Additional WC. Improvements to kitchen.Addition of first floor kitchenette.(Listed Building Consent).Wainsgate Chapel,Wainsgate Lane
Wadsworth, Hebden Bridge. It was agreed that although the Council are sympathetic to the application they cannot make any comment until the plans can be seen.

2)  Decisions made by Calderdale:

1) 16/01594/HSE-Two storey side extension-Ingle Dene Keighley Road HX7 8QJ.PERMITTED.
 
2) 16/01570/FUL-Detached double garage-Rowlands Farm, Rowlands Lane, Wadsworth,Hebden Bridge,HX7 8TN.PERMITTED.

3)   17/00077HSE-Raise height of roof to create first floor living space - The Nook, Keighley Road,Hebden Bridge,HX7 8QN.PERMITTED.

177       CAR PARK AT BILLY LANE                     
Nothing to report.The item to remain on the agenda.
 
178       ROAD & FOOTPATH MATTERS
1) Running water down Keighley Road
This is still ongoing and will be monitored.
                
2) Damaged well wall
Chairman, Councillor Lynch reported that he has repaired the well wall and has also purchased a new bench for the WI.

3) Proposed diversion of footpath
The Clerk will write to Mr Phil Champion stating that the proposed path will only benefit the landowner and not the wider public using it for walking in the countryside. The Council will only support changes to footpaths that benefit both parties. The Clerk will also point out that path A-B is an existing footpath on the definitive map and not as an alternative. Action:The Clerk.
             
179     ALLOTMENTS AND GARAGES
1)  Removal of garage
Councillor Beasley will contact a contractor for a removal quote.
Action:Councillor Beasley.

180      PLAYGROUNDS
1) Items for monthly checks
Councillor Spencer reported that he will replace some beams at Pecket Well playground and will carry out next month’s inspections.Action:
Councillor Spencer.

2)  Drainage at Pecket Well playground.
Still ongoing.

3)   New playground equipment.
Councillor Spencer met with Mark Gornall from HAGS, the playground equipment company. They have provided quotes for various pieces of equipment, ground cover and installation but these are very expensive. New quotes from other sources are to be looked at. Councillor Spencer has applied for some match funding.
            
              
181        REPORTS FROM COUNCILLORS AND OUTSIDE MEETINGS
1) Councillor Fowler stated that there is a leaving assembly at Old Town School on 7th April for the retiring headteacher. The school had also received a good Ofsted report.

182        DATE OF NEXT MEETING AND APOLOGIES IN ADVANCE
The Clerk confirmed that the next Parish Council meeting is on Tuesday 25th April at the rise of the 7.00pm Annual Parish Council meeting at Wadsworth Community Centre.
               
No advance apologies were received.
